The Subnational Investment Promotion Summit (SIPS) is Nigeria’s flagship national platform dedicated to strengthening investment promotion, competitiveness, and capital mobilisation at the state and subnational level.
SIPS was established to bridge the gap between national economic reforms and real investment outcomes within Nigeria’s 36 states and the Federal Capital Territory (FCT). It brings together state governments, investors, development finance institutions, the private sector, and development partners to translate policy ambition into bankable projects, partnerships, and measurable investment commitments.

Nigeria’s economic future will not be driven by federal reforms alone. It will be determined by the ability of states to compete for investment, mobilise capital, improve ease of doing business, and unlock their unique economic strengths.
Despite recent improvements in Nigeria’s capital inflows, investment remains highly concentrated in a few locations, while many states record little or no foreign or domestic investment. This imbalance highlights the need for a structured, coordinated, and visible platform where states can present credible investment pipelines and engage directly with investors.
SIPS responds to this challenge by placing subnational governments at the centre of Nigeria’s investment renaissance.
SIPS 2026 is designed as a practical, outcome-driven summit, not just a conference.

SIPS 2026 is hosted under the auspices of the Forum of State Investment Promotion Agencies of Nigeria (FoSIPAN) — a collaborative platform established by the heads of State Investment Promotion Agencies across the 36 states and the FCT to strengthen coordination, peer learning, and subnational investment promotion.
The Summit is organised by Fleissen Events, in collaboration with FoSIPAN and key public and private sector stakeholders.
The Honourable Minister of the Federal Capital Territory (FCT) serves as Chief Host of SIPS 2026.
